1.1 The Series will be governed by the rules as defined in The Racing Rules of Sailing.
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board(s) in the WHSC clubhouse.
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted at least 30 minutes before it takes effect, or at a briefing on the day it will take effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed at the Welsh Harp Committee boat.
5 SCHEDULE OF RACES

5.2 Number of races:
There will be three races.
5.3 The scheduled time of the warning signal for the first race is 11:00.
6 CLASS FLAGS
Class flags will be as described in the following table:
International Code Flag A.
7 RACING AREAS
The racing area will be within the Welsh Harp reservoir, Birchen Grove.
8 THE COURSES
8.1 Courses will be displayed on the Committee Boat. The order in which marks are to be passed, and the side on which each mark is to be left will be indicated by numbered plates on a red (Port) or a green (Starboard) background. The number of laps will be shown on a white background. The hoisting of International Code Flag C, accompanied by two sound signals, will preface changes to an advertised course.
9.5 All marks will be designated as rounding marks.
10 AREAS THAT ARE OBSTRUCTIONS
The following areas are designated as obstructions:
10.1 The two Blue Buoys mark the end of two separate underwater hazards protruding from the shore and an imaginary line from each blue buoy directly to the adjacent bank is deemed an obstruction to sea room.
10.2 Boats shall not pass between the Yellow Boom and the Dam. This ranks as an obstruction to sea room, and boats entering without good cause may be disqualified.
11 THE START
11.1 Races will be started by using rule 26 with the warning signal made five minutes before the starting signal.
11.2 The Start Line will be an imaginary line between the mast of the Committee boat and an Outer Limit Mark.
12 CHANGE OF THE NEXT LEG OF THE COURSE
12.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.
12.2 A Shortened Course will be indicated by the Committee boat flying International Code Flag S, accompanied by 2 sound signals. This signal will be made from the Committee Boat as the lead boat rounds the last mark of the course prior to the Finish Line. Boats shall continue to round marks of the course in the required order until the Finish Line is reached.
13 THE FINISH
The finishing line will be an imaginary line between the mast of a Committee Boat flying a blue flag and a nearby white mark, or the nearby mark of the course.
14 PENALTY SYSTEM
14.1 The Scoring Penalty, rule 44.3, will not apply.
15 TIME LIMITS AND TARGET TIMES
15.1 The Time Limit for each race will be 90 minutes.
15.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored DNF without a hearing. This changes rules 35, A4 and A5.
16 PROTESTS AND REQUESTS FOR REDRESS
16.1 Protest forms are available at the WHSC clubhouse. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at WHSC clubhouse beginning at the time posted.
16.2 The protest time limit is 20 minutes after the last boat has finished the last race of the day.
17.1 The scoring system is as follows:
17.2 1 race is required to be completed to constitute a series.
17.3 (a) When fewer than 3 races have been completed, a boat’s series score will be the total of her race scores.
(b) When 3 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
18 SAFETY REGULATIONS
18.1 Boats will be required to sign in before racing, and to sign out at the earliest reasonable opportunity at the end of each race.
18.2 A boat that retires from a race shall notify the race committee as soon as possible.
18.3 A capsized boat, whose mast is stuck in the mud, may receive assistance from the safety boat only to bring her mast up to the surface of the water, without having to retire. This alters rule 41.
19 REPLACEMENT OF CREW OR EQUIPMENT
19.1 Substitution of competitors will not be allowed without prior written approval of the race committee.
19.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.
19.3 The race Committee may permit a boat to use a sail carrying a number other than the registered boat number. This varies rule 77.
20 EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection.
Boats may display advertising.
22 OFFICIAL BOATS
Official boats will be marked as indicated in the briefings.
23 SUPPORT BOATS
Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment.
24 TRASH DISPOSAL
Boats shall not put trash in the water.

The Venetian Trophy will be awarded to the lowest scoring boat in the regatta, to be retained for a period of one season.
Additional Prizes will be given at the discretion of the WHSC .
29 DISCLAIMER OF LIABILITY
Competitors participate in the series entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
